(a) - (b) From 2015, all resources are delivered to schools as funds on a per-student basis. FTE is no longer allocated to schools for any employee type.
In developing the Student-Centred Funding Model (SCFM), a detailed analysis was undertaken to determine the minimum funding requirements for schools to operate effectively. This included the funds required for cleaning and gardening to ensure appropriate maintenance of the school site.
This work resulted in the per-student, enrolment-linked base and locality allocations of the SCFM being set at levels that ensure each school has sufficient funding to cover minimum operating costs. This includes the costs associated with cleaning and gardening.
Through their one-line budgets, principals have the flexibility to determine the best use of funds to meet the needs of their students.
