588. Mr R.H. COOK to the Minister for Health:
I refer to the privatised Peel Health Campus and the minister's
answer in this house to question without notice 552 of 26 September 2012
regarding what may effectively become a 60-year contract extension for its
operator.
(1) Will the
Department of Health report that the minister referred to in his answer
consider issues such as performance of the hospital under the current contract
or activities surrounding the private operator?
(2) Will the
minister make public that report, which he stated will be completed and
delivered to him by late October?

(1)–(2) That
report is currently being undertaken. The member will recall that I referred in
this house to the current private operators of Peel Health Campus. It is not a
privatised service, as the member states; it is a public service that has been
contracted to the private sector to run. It continued under the member's
government, as it did —
Mr R.H. Cook : It's
the definition of privatisation.
Dr K.D. HAMES : No,
it is not the definition of privatisation and I will tell the member how he can
find out. All he has to do is go to his former leader's document on
privatisation and read what he said was the definition—he is sitting up
there on the back bench very quietly.

prefer the strategy of the Leader of the National Party where he dishes out
praise!
Dr K.D. HAMES : Ha,
ha! I am not saying to the former leader that it is not praise. I say that what
he said was entirely accurate. He very clearly and carefully defined what
privatisation was, and contracting out to the private sector, as he said, is
not privatisation. So I agree with you, former Leader of the Opposition.

back to the answer; focus!
Dr K.D. HAMES :
This report is being prepared and it will take into account the performance of
the current managers of that contract. But all the member has to do is read
reports existing in the system that provide advice on the performance of all
hospitals in our system, and quite clearly he will see that that hospital is
living up to all the requirements of the contract under which it operates. So
it is doing a very good job. In fact, a recent example that I detailed in this
house was on waitlists for endoscopies. Peel Health Campus and Joondalup Health
Campus are the two best-performing hospitals in this state with the lowest
waitlists for endoscopies. So those hospitals are performing well. However,
those things will be taken into consideration. I am not making any commitment
about tabling those documents. The government will consider what the reports
say and we will announce the result of that when we have made a decision.
