I refer to the Department of Transport Approved Inspection Stations, and ask: (a) what background checks are done on: (i) owners; (ii) operators; and (iii) employees of Approved Inspection Stations; (b) what ongoing monitoring is done on: (i) owners; (ii) operators; and (iii) employees of Approved Inspection Stations; (c) what rules are there regarding Approved Inspection Stations inspecting the vehicles of family or business associates; and (d) in relation to (c), how is this monitored?

(a)(i) On application all owners are to provide a Certified Copy of Traffic Infringements and a current National Police Certificate, which includes the Traffic Conviction Record not more than ninety days old from the date of application; and to provide two written references from business associates including contact details.
(ii) On application, all operators are to provide a current National Police Certificate not more than 90 days old from the date of application, which includes the Traffic Conviction Record.
(iii) On application all employees of Authorised Inspection Stations (AIS) are to provide a Certified Copy of Traffic Infringements and a current National Police Certificate, which includes the Traffic Conviction Record not more than 90 days old from the date of application; a copy of trade qualification or equivalent; two written references from former employers or business associates including contact details; and employment history or current resume.
(b)(i) The Director General may request the owner at any time, to obtain and provide to the Director General's representative an Australia-wide police clearance in respect of any of the owner's personnel including its Authorised Vehicle Examiners (AVE).
(ii) The Director General may request the operator at any time to obtain and provide confirmation of the status of the driving licence of all or any of its AVE. The operator and its AVE are required to undertake regular training modules. The Director General's Delegate will conduct on-site audit/inspections, and desktop audits. The audits may or may not be announced and the agent must be reasonably available. The Department of Transport's (DoT) representative may witness an inspection, and report back any anomalies or training issues that need to be addressed.
(iii) The Management Team in Authorised Inspection Stations (AIS) may determine to add any staff member with access to the Vehicle Inspection System to the Audit Rule Filter. This will ensure everything they process in the system will be seen and audited. DoT has set up a compliance and audit branch which monitors and audits all AIS on a regular basis.
(c) The contract engaging an AIS specifically prevents this.
(d) Electronic verification audits are performed daily on submitted inspections to ensure compliance. A compliance unit monitors all AIS and AVE.
