The Report on Consultants Engaged by Government for the six months ending 31 December 2024 and 30 June 2025 confirms total payments of $927,767 by the Department of Regional Development to Deloitte Touche Tohmatsu for a business case for Kalgoorlie Rail Realignment Project, which will include future regional freight demand, supply chains and other issues. Can the Minister advise: (a) The process followed to engage Deloitte Touche Tohmatsu on this consultancy; (b) Did other entities submit proposals and/r were considered; (c) On what basis was Deloitte Touche Tohmatsu considered the most suitable consultant for this initiative; (d) When is it expected that the consultancy will come to an end; (e) Are future payments to Deloitte Touche Tohmatsu envisioned: (i) If so, how much approximately; (f) Has Deloitte Touche Tohmatsu met with Government to provide advice on this initiative: (i) If so, how many times, when and with who; and (ii) If not, why not; (g) Is the Minister aware that the Department of Treasury has engaged Ad Astra Corporate Advisory for $1,122,299 to provide advice to the Department of Transport on a commercial analysis of options for the WA freight rail network; (h) If so, is there any alignment with the work being undertaken by Deloitte Touche Tohmatsu; and (i) What systems and processes have been put in place to ensure congruence between the Ad Astra and Deloitte consultancies?

(a-b)  Deloitte Touche Tohmatsu, and three other organisations identified from the Common Use Arrangement for Audit and Financial Advisory Services (AFA) 2018, Category F Procurement Advisory Services, were invited to respond to the Request for Quote (RFQ). Three of the four organisations responded to the RFQ.
(c)  Under the Department of Primary Industries and Regional Development procurement process, Deloitte Touche Tohmatsu was the recommended respondent based on quality and price, and best suited to meet the request requirements also representing value for money.
(d)  It is anticipated that the consultancy will cease by mid-2026.
(e)  There is anticipated expenditure remaining in the Deloitte Touche Tohmatsu contract inclusive of GST of approximately $767,297.
(f)   Deloitte Touche Tohmatsu has delivered the Project through reporting and engaging with the Kalgoorlie Rail Realignment Project Steering Group (KRRP Steering Committee) State Government membership at each of the nine meetings held since consultant appointment.  Multiple meetings have been held with State Government agencies, including the Goldfields Esperance Development Commission and the Department of Transport and Major Infrastructure, Public Transport Authority, Main Roads WA, Department of Planning Lands and Heritage, Development WA, Southern Ports Authority, Department of Department of Mines Petroleum and Exploration, and Department of Treasury and Finance, Infrastructure Western Australia, Infrastructure Australia, and Department of Infrastructure Transport Regional Development Communication Sport and the Arts.
(g)   No.
(h) The work being undertaken by Ad Astra Corporate Advisory for Department of Transport and Major Infrastructure (DTMI) relates to a different project to the KRRP.
(i) The senior Transport Portfolio staff that are overseeing the work being undertaken by Ad Astra Corporate Advisory are also on the KRRP Steering Committee.
