With regards to in-house support programs for Homeswest tenants, will the Minister advise:
(a) which towns in the Pilbara region are currently serviced by the Supported Housing Assistance Program (SHAP);
(b) has the Department reviewed the effectiveness of SHAP services in the Pilbara and what are the findings of that review in terms of current needs;
(c) are there any towns in the Pilbara that currently do not have SHAP; and if yes,
(i) how many Homeswest properties are currently in each of these un-serviced towns;
(ii) are any of these towns facing significant levels of tenancy dysfunction or anti-social behaviour at Homeswest properties; and
(iii) what funds would be needed to extend this program to meet the needs of these towns;
(d) will further funds be provided to improve the effectiveness of SHAP in all Pilbara towns where tenant dysfunctionality is at a high level; and
(i) if not, why not;
(e) are there any other support services provided for Homeswest tenants in the Pilbara; and
(i) if so, is it envisaged that these services will be extended to other Pilbara towns and when will this happen; and
(f) what support programs will be put in place in the Pilbara to ensure that Homeswest tenancies are supported to help reduce any dysfunction and anti-social behaviour?

The
Department of Housing
advises:
(a) Port Hedland (including South Hedland); Karratha; and Roebourne
(b) The Department has commenced a review of its existing tenancy support programs including the Supported Housing Assistance Program.
(c) Yes
(i) Newman (61 tenancies) has a Public Tenancy Support position as well as a financial counsellor. The Department of Housing also provides a housing officer in Newman three of every four weeks.
Wickham (79 tenancies) has SHAP, public housing tenancy support and financial counselling support from Roebourne.
Outside of the major towns above the Department's public housing stock in the Pilbara is as follows:
Marble Bar x 24
Nullagine x 1
Onslow x 36
Paraburdoo x 6
Tom Price x 19
(ii) No
(iii) This would be determined if and when required.
(d) Additional funding was provided in the recent State Budget to fund increases in service agreements with not-for-profit sector, resulting in an average 25% increase to contracts by 2014-15.

(e) (i) In collaboration with Department of Child Protection the Department of Housing has also developed a new intensive tenancy support program. The
House2Home
program is being trialled in Roebourne for twelve months and will be subject to review. It will provide home living skills, as well as support to access other services for issues including alcohol and drug dependency, positive parenting and financial management. The objective of the program is to help tenants to establish and sustain a stable home.
(f) The Government is committed to assisting clients to sustain their tenancies however it is ultimately the responsibility of the tenant to ensure that they behave appropriately. It should also be noted that public housing assistance is not provided unconditionally, and where tenancy obligations are repeatedly ignored tenants will be held accountable for their actions.
