The adjustments referred to in footnote (a) on page 108 represent timing differences when comparing the appropriation provided with the estimated cost of services for the year. These adjustments include; expenses incurred in the current financial year to be paid in the next financial year; expenses incurred in the previous financial year paid in the current financial year. The budget estimate is based on a statistical average of past financial years.
