NOT-FOR-PROFIT
SERVICE PROVIDERS — COMPONENT 2 FUNDING
64. Hon ALANNA CLOHESY to the
Minister for Child Protection:
I refer the
minister to the 12-month delay in the reapplication and awarding of contracts
to not-for-profit service providers, specifically domestic violence refuges,
for component 2 funding.
(1) Will the
guaranteed 10 per cent increase in funding as part of component 2 be backdated
to the original contract commencement date?
(2) When will
services be notified of the impact on their budgets as a result of the delay?
(3) How much
has been saved by the Department for Child Protection and Family Support in
unallocated funding as a result of the delay?

I thank the
honourable member for some notice of this question.
(1)–(2)
The state government recognises the importance of family and domestic violence
accommodation and support services. Accordingly, the state government provided
a 15 per cent price adjustment, commensurate with component 1 funding, to the
state component of joint commonwealth and state homelessness contracts, which
includes family and domestic violence contracts. Family and domestic violence
accommodation and support services are not eligible for component 2 funding as
they are funded through the commonwealth–state National Affordable
Housing Agreement and services are aware of this.
(3) There have
been no component 2 savings to the department.
