During Legislative Council budget estimates hearings, the Department of Health revealed that some 250 procedures would not be able to be performed by Saint John of God (SJOG) if the organisation won the contract to operate the new Midland Hospital. In relation to this, I ask:
(a) given that SJOG has now been awarded this contract, will the Minister provide a list of all the 250 procedures which will not be able to be performed at the hospital;
(b) of these 250 procedures, which procedures are currently available at Swan District Hospital;
(c) will the Minister guarantee that all of these procedures will be available on-site at the new Midland Health Campus;
(d) given that the Minister has previously indicated that these services will be provided by a stand-alone day centre providing on-site services, most likely to be run by another private operator, is this facility provided for within the existing budget for the hospital;
(e) how much is this extra facility expected to cost to build;
(f) how much is this stand-alone facility expected to cost (in terms of operating costs);
(g) will the Minister seek additional funding from Treasury in the mid-year review for this additional cost; and
(h) will the Minister go out to tender for this stand-alone facility and, if so, when?

(1) There are four procedures that St John of God Midland Health Campus (SJGMHC), as a Catholic health care provider, is unable to provide:
1. artificial conception procedures and reproductive technology;
2. contraception;
3. termination; and
4. sterilisation procedures.
Analysis indicates the restricted procedures comprise a very small proportion of total service requirements with an estimated 250 patients from the local catchment area against a total of 29,000 patients expected in the first year of operation.
(b) Of the above procedures, only artificial conception procedures and reproductive technology are not currently provided at Swan District Hospital (SDH). Access to these services for public patients is offered through King Edward Memorial Hospital. This is expected to continue once Midland Health Campus (MHC) opens.
(c) The required procedures that cannot be delivered by SJGMHC will be delivered by other service providers on the MHC site.
(d) The capital budget for MHC does not contain an allowance for this facility. The operational costs for these services have been met through SDH in the past, and would be similarly provided for by the Department of Health in the future.
(e - f) Final cost is to be confirmed.
(g) This will be considered as part of the planning process and the Department of Treasury would be consulted once the detailed planning process is complete.
