(a) The inquiry was conducted by Authorised Officers of the Department of Local Government, Sport and Cultural Industries (DLGSC).
(b) The draft report has been given to those persons who were affected by the inquiry, as per natural justice, to provide comment. The report will not be made public or be given to the Minister until a final report, taking into account any submissions made by affected parties, is completed.

(a) No, Mr Connolly was observing the Council meeting as per normal monitoring of local governments by the DLGSC.
