agriculture management bill, interim arrangements
I refer to question without notice 377 of 22 June 2005. Given that a review of the Pesticides Advisory Committee entitled, according to my notes, “A New Legislative Basis for the Control and Use of Pesticides in WA” and conducted by Peter Rutherford will not report until mid-2006, and given that the proposed agriculture management bill will not be introduced to Parliament until September 2005, there is likely to be an intervening period in which no clear and transparent reporting process of adverse impacts will be present. (1) What interim arrangements is the minister planning to establish? (2) When will these interim arrangements be implemented? (3) Who will have responsibility for implementing these arrangements? (4) Given the importance of managing this issue with regard to market access and public and environmental health, what is the time frame for government to implement the final Pesticides Advisory Committee recommendations? Hon KIM CHANCE

I thank Hon Giz Watson for providing some notice of the question. (1)-(3) The Australian Pesticides and Veterinary Medicines Authority has already established an adverse experience reporting program for agricultural chemicals, which is accessible to anyone. Therefore, I will not be implementing any similar arrangements specifically for Western Australia. (4) The government will consider the recommendations in due course. Although it is probably too early to speculate on any timing of the implementation of the recommendation, I will seek to implement the review recommendations as soon as practical after they are handed down.
