I refer to discussions at the inaugural 2011 Industry Forum held by the COAG Standing Council on tertiary education, skills and employment, where it was concluded that a well-resourced, nationally consistent regulatory system is fundamental to engendering confidence in the Vocational Education and Training (VET) system and letting TAFE's continue their 'proud history' of providing programs and additional services for those who are disengaged or disadvantaged, and I ask —
(1) What measures will the Government put in place to ensure that within the new Western Australian VET model TAFE's continue to be able to provide programs for those who are disengaged or disadvantaged?
(2) How will these measures be monitored?
(3) Who will monitor these measures?

(1) As outlined in response to Question on notice 5580:
· The entitlement model for Western Australia is currently being developed.
· As such, I am not able to comment on the specifics of the final model.
· I can re-iterate the important role State Training Providers play and will continue to play in the training system in Western Australia under the student entitlement model.
· This includes continuing to provide training opportunities for those Western Australians who are disengaged or disadvantaged.
