(1)-(2) No. Just as the value of the Higginson properties that are proposed to be reserved are not fixed and will move with the market, so too will the value of the properties that may be purchased from the Wa Planning Commission as part of the exchange package outlined by the minister. The Higginson and the WAPC properties considered as part of any exchange will be valued at the same time, and that will be when the transaction actually occurs.
