(a) - (d) Prior to coming into Government, the State Opposition was aware of competition policy and the role of the NCC but was not privy to the negotiations and discussions that occurred between the previous Government and the NCC. As a result, the degree of importance placed on retail trading reform was not evident to the State Opposition. The NCC made it increasingly clear to the State Government throughout last year that retail trading hours was a significant issue and that the State was obliged to seriously assess the regulations that exist in the State.
