Regarding the recent calls by the Western Australian Planning Commission for public submissions on the proposed fast bus lane and changes to Mounts Bay Road, I ask:
(a) given the expected significant damage to the environment, both flora and fauna that the proposed works on Mounts Bay Road will have, was an environmental impact study undertaken in the planning; and
(i) if not, why not;
(b) how much consideration was given to the public submissions before forwarding them to the City of Perth;
(c) was the Department of Planning information calling for submissions delivered to all residents on Mounts Bay Road or only those not displaying ‘no junk mail’ stickers; and
(d) what will the Minister do to ensure that the environment, road users, residents, pedestrians, patients and visitors at the hospital are not adversely affected if the proposal goes ahead?

(a-i) The removal and/or relocation and replanting of 18 non-endemic plane trees and the paving of approximately 900m2 of grassed median was not considered to constitute a significant environmental impact, therefore an environmental study was not considered necessary.
(b)Detailed consideration was given to each of the 75 submissions as they were received by the Department of Planning in the 6 week advertising period. A number of valuable ideas were raised in these submissions. The Department of Planning's recommendations on the submissions were passed on to the City of Perth for consideration.
(c) Approximately 2,400 brochures showing the proposed design and calling for submissions were distributed to residents and businesses along Mounts Bay Road. Residents with "No junk mail" stickers were not included in the letterbox drop. Distribution also included the Mount Hospital, the University of Western Australia, the QEII Medical Centre, customer service desks at the Perth Library, City of Perth, MRWA, PTA and Transperth and bus passengers.
(d) If approved, Main Roads WA and Public Transport Authority will be responsible for progressing the project. PTA will commence with the detailed design of the bus priority works and landscape plan to ensure that any environmental impact is minimised.
Other initiatives being considered by these agencies to minimise disruption include:
· Planning the construction works to occur at a quiet time in the year;
· Informing the public of the works;
· Determining if road detours will be required;
· Considering alternative bus routes while the road works are undertaken; and
· Undertaking the construction work in stages.
Ultimately, the new bus lanes, stops and light controlled pedestrian road crossings will provide Mount Hospital staff and visitors, together with local residents, a significantly more reliable public transport service with safer road crossings.
