Cat Act
994. Hon Amanda Dorn to
the minister representing the Minister for
Local Government:
I refer to the
announcement on 16 September 2025, which reads:
…this government will seek to
amend the Cat Act to enable local governments to make and enforce local laws
regarding cat confinement.
(1) What consultation has been undertaken with
animal welfare organisations, rescue groups and shelters that will be most
directly impacted by such changes?
(2) Has the department considered the impact on
rehoming capacity, shelter intakes and euthanasia rates arising from mandatory cat
confinement?
(3) Will the minister commit to consulting with
key welfare stakeholders such as Cat Haven and the RSPCA, and before
introducing any amendments to the Cat Act?

I thank the
honourable member for some notice of the question. I represent the Minister for
Local Government in this place and the following response has been provided by
the Minister for Local Government.
(1)–(3) The 2019 statutory review of the Cat Act 2011 received more than 7,000
submissions. The Cook Labor government has committed to engage with animal
welfare organisations, rescue groups and shelters.
