Mr Cook questions the timing of the decision to contract out management of the Midland Health Campus to the private sector, suggesting it occurred before the completion of a public-private comparator. The Minister defends the decision, arguing it's not privatisation but a beneficial management contract.

MIDLAND HEALTH CAMPUS — PRIVATE MANAGEMENT
I have a supplementary question. The minister’s department informed the Standing Committee on Estimates and Financial Operations in December that the department had not completed the private–public comparator. Is the minister saying that the decision to privatise the hospital was made prior to that model being completed? Dr K.D. HAMES

I do not consider the hospital to be privatised. We are contracting the private sector to manage the hospital on behalf of the taxpayers of Western Australia. That is an extremely good model. Mr A.P. O’Gorman interjected. Dr K.D. HAMES : I believe that the member for Joondalup, who wants to interject, is very proud of the hospital that services his electorate. I certainly know that the member behind me is also very proud of it. The hospital will provide a fantastic service to the people of Midland and the surrounding districts. It is interesting to note that during the last federal election, the federal member campaigned heavily on the fact that we were going to contract out that service. I saw numerous advertisements on the television berating this government for contracting out that service. I must say that I was a bit worried for our federal member that our decision to contract out that service would affect him. After the federal election, I got on the internet and looked at all the polling booths around where the hospital is and where it is proposed to be. Our federal member, who won that seat, got the biggest swings to him in the area around where the hospital will be. Far from being a disadvantage to him, it was a significant advantage.
