(a-c) The 2013 Auditor General report reference is to a government policy position rather than an actual policy document. The reference relates to the independent October 2009 St John Ambulance Inquiry Report to the Minister for Health which found that the model of an external service provider rather than a state run system was considered the most cost effective for WA.
