❓ A parliamentary question regarding the Reid Highway extension, specifically whether a Metropolitan Region Scheme (MRS) amendment is needed for drainage basins and the Duffy Road dogleg. The Minister asserts that the WA Planning Commission's approval negates the need for an amendment.

I refer to the minister’s claim in this House that a metropolitan region scheme amendment is not necessary for the completion of the extension of the Reid Highway. (1) How can the minister justify this claim when the Department of Environmental Protection support was based on the development of the drainage basins to protect the Big Carine Swamp, inter alia, during the construction phase and these basins cannot be built without an MRS amendment? (2) Is it proposed to construct the Duffy Road north dogleg as outlined on all Main Roads WA plans? (3) If so, how can this be done without an MRS amendment? Hon M.J. CRIDDLE

I thank the member for some notice of this question. (1) Approval to commence development of the Reid Highway extension in Carine was granted by the Western Australian Planning Commission, under the metropolitan region scheme on 22 August 2000 following the submission of a development application by Main Roads. An MRS amendment is not required for construction of the drainage retention basins to proceed. (2) Yes. (3) The additional land required for the Duffy Road north dogleg was incorporated as part of the development application referred to above. The development application approval from the WA Planning Commission provides the necessary authorisation for the project to proceed.
