(a) The McGowan Government will release the All Paths Lead to a Home: Western Australia’s 10 Year Strategy on Homelessness (the Strategy) in the last quarter of 2019.
(b) Additional funding to enable the achievement of key outcomes of the Strategy and will be considered as part of the 2020-21 State Budget process.
(c) As at 4 October 2019, a total of 6.6 FTE within the Department of Communities is responsible for working on homelessness policy. This includes the development of the Strategy. The FTE is allocated as follows:
(d) The Western Australian Alliance to End Homelessness’ 10 Year Plan to End Homelessness in Western Australia 2018-2028 (the Plan) is a community-led initiative that was developed by leaders from the community services sector.
Both the Strategy and the Plan recognise that homelessness is an issue that needs to be addressed across all levels of government, business and the community sector. They have some common themes, including improving the coordination of services and applying a ‘housing first’ approach.
There are, however, significant differences between the two. The McGowan Government’s Strategy has been developed in partnership with the community services sector, peak bodies, and State and local government agencies through the Supporting Communities Forum Homelessness Working Group. Significant input has been received from stakeholders across regional and metropolitan Western Australia, and importantly from people with lived experience of homelessness. It clearly outlines the roles and responsibilities of all stakeholders to enable better co-ordination and alignment of effort towards responding to, and preventing, homelessness. The Strategy has a strong focus on reducing Aboriginal homelessness, with Improving Aboriginal Wellbeing being one of the four focus areas for the Strategy.
To ensure accountability and delivery of the actions, the governance for the Strategy will be agreed in consultation with the Supporting Communities Forum.
