(1) The Resource Recovery Rebate Scheme is allocated half of the landfill levy revenue collected. The total amount of this money is distributed to claiming councils half-yearly on the basis of their recycling performance and is paid in arrears. The amount paid is based on an assessment of their claim and is in proportion to their share of the total local government recycling effort.
