270. Hon TJORN SIBMA to the minister representing the
Minister for Transport:
I refer to the manufacture of
C-series railcars.
(1) What is the
methodology used to calculate the proportion of local content regarding the
manufacture of C-series railcars?
(2) Can the minister please table
the methodology?
(3) Who provides
the information upon which declarations, such as the minister's that ''The
Government is � meeting its 50 per cent local content target'', are
based?
(4) For example, is the information
collated by the lead contractor or by some other party or parties?
(5) Does the
Department of Transport or some other agency verify the accuracy of the
information that contributes to such local content statements?
(6) If yes, can the minister table
this verification?
(7) If not, why not?

I thank the honourable member for
some notice of the question. The following answer has been provided to me by
the Minister for Transport.
(1)–(7) Local
content is calculated using the dollar value of components. Local content
information is collated by Alstom as part of its six-monthly participation plan
report, which is then reviewed by representatives from the Public Transport
Authority and the Department of Jobs, Tourism, Science and Innovation.
