I refer to the Department’s association with the Stella Orion Village, and ask as at 17 August 2015: (a) how many apartments have been constructed at the Village in each stage of development; (b) of those apartments constructed in the different stages outlined in (a): (i) how many apartments have been sold; (ii) how many apartments are being rented; and (iii) how many apartments are unoccupied; (c) of those apartments being rented in each stage of development, how many are being rented to Department of Housing clients; (d) for each stage of development, how many apartments, if any, have been given to Community Housing organisations; and (e) for each apartment in each stage of development, how many apartments are owned outright by: (i) the Housing Authority; (ii) Goldmaster; and (iii) Joint Housing Authority/Goldmaster ownership?

The Housing Authority advises:
(a) Housing had no involvement in Stage 1. Some of the dwellings in Stage 1 were townhouses. The information provided relates to all dwellings constructed in each stage, not just apartments:
Stage 1: 109.
Stage 2: 130.
Stage 3: 197.
(b)
(i) The total number of dwellings sold by Goldmaster:
Stage 1: 109.
Stage 2: 130.
Stage 3: 152.
(ii) The Housing Authority is unable to determine the current tenure of all dwellings sold to private owners, which are likely to comprise a mixture of rental and owner-occupied homes. The number of known rentals in each stage is:
Stage 1: Unknown.
Stage 2: 35.
Stage 3: 66.
(iii) The Housing Authority is unable to determine the occupancy of privately owned dwellings or those leased to Community Housing groups. Units that are known to be unoccupied at Stella Village consist of units unsold by Goldmaster and those reserved for sale through the Authority's Affordable Sales Program:
Stage 1: Unknown.
Stage 2: Unknown.
Stage 3: 53.
(c) Units being rented to Housing Authority clients are:
