I refer to the Hardship Efficiency Program (HEP), and I ask —
(1) Did participation in HEP disqualify a client from access to the Supply Charge Rebate (SCR) or the Hardship Utility Grant Scheme?
(2) How many households accessed the Supply Charge Rebate in 2011-12?
(3) How many households is the Minister anticipating will access the Cost of Living Allowance in 2012-13?

(1) Participation in the Hardship Efficiency Program did not disqualify eligible customers from accessing the Supply Charge Rebate or the Hardship Utilities Grant Scheme.
(2) As at 13 September 2012, 252,483 Synergy customers were eligible and registered to receive the Supply Charge Rebate.
During the 2011/12 financial year, 5,745 Horizon Power customers accessed the Supply Charge Rebate.
(3) As part of the 2012-13 State Budget process, the Department of Treasury estimated that up to 340,000 households will be eligible for the Cost of Living Assistance payment.
