I refer to the April 2011 Department of State Development announcement of an $83.5 million package for infrastructure upgrades to support land development at Shotts Industrial Park near Collie, and I ask:
(a) of the $83.5m allocated to Shotts Industrial Park, can you provide a breakdown of expenditure to date and timelines for the unspent funding allocation;
(b) how many tenants have signed on at Shotts Industrial Park;
(c) what has the Government done to facilitate tenants developing coal and power related industries at Shotts Industrial Park; and
(d) has the Government considered supporting a grain storage facility at Shotts Industrial Park that will enable existing rail infrastructure to be used to transport grain by rail to Bunbury Port rather than putting grain trucks on the Coalfields Highway?

(a) The $83.5 million was allocated for the Perdaman Urea Project, of which
$14.653 million was allocated for work on the Shotts Industrial Park. To date,
LandCorp has spent approximately $5.7 million on the relocation of
communications and water pipe infrastructure, a new entrance road and the
upgrade of a rail crossing. Around $7.6 million remains to be spent. The
timeline depends on when the Perdaman project proceeds.
(b) LandCorp has signed "Options to Lease" with two prospective
tenants: Perdaman (Urea project) and Premier Coal (Char Plant).
(c) The State Government and LandCorp have facilitated the government
approvals needed to develop the Shotts Industrial Park. This involved:
• LandCorp completing the land assembly process which involved extinguishing
Native Title, acquiring the land, obtaining Federal environmental approval,
completing a Town Planning Scheme Amendment and Structure Plan for the land,
and relocating infrastructure outside the proposed Park boundaries.
• The Department of State Development working closely with Perdaman to
assist the Company in its project development approval process with various
State Government agencies, including the Environmental Protection Authority,
the Water Corporation, Main Roads Western Australia and the Bunbury Port
Authority.
The two prospective tenants will take up two of the five industrial sites,
representing 75 per cent of the development area.
(d) No. The highest and best use for the Shotts Industrial Park is for coal
and energy related industries.
