I refer to the Extended Outage Payment Scheme (EOPS) by Western Power and the Guaranteed Service Level (GSL) payment by SA Power Networks in South Australia and I ask: (a) Has the Minister considered introducing another type of compensation payment based on the frequency of interruptions as well as the duration of interruptions as outlined by the GSL: (i) If no to (a) will the Minister consider it in the future; and (ii) If no to (i) why not; (b) Will the Minister consider increasing the EOPS so that it is in line with the GSL in South Australia: (i) If not, why not; and (c) Can the Minister please provide a time frame for when the EOPS compensation rate review will be completed?

(a) The Minister for Energy has asked Energy Policy WA to conduct a review of the Extended Outage Payment Scheme. This will include consideration of the option to introduce Scheme payments based on the frequency and/or duration of supply interruptions, and the adequacy of these payment amounts.
(b) See above.
(c) Energy Policy WA intends to complete the review of the Scheme for the Minister’s consideration by 31 July 2020, subject to the ability to conduct the required level of stakeholder consultation.
