I refer to Mumbida Wind Farm Pty Ltd, and I ask, was there a competitive tender process to choose the head contractor to complete the engineering works on the joint venture, and if not, why not?

The selection of Leighton Contractors and General Electric was a decision made with Macquarie Capital Group based on a number of considerations:
1. General Electric was shortlisted in Verve Energy's 2007 Wind Turbine Expression of Interest Process;
2. It was recognised that in order to secure commitment from a head contractor to complete detailed engineering studies and contract negotiations that this needed to be in an exclusive arrangement under an open book arrangement with termination rights to the joint venture;
3. Macquarie Capital Group had a positive track record with Leighton Contractors in prior projects;
4. Leighton Contractors and General Electric had partnered successfully on energy projects previously.
5. The market was retested in December 2010 to confirm the bid received from Leighton Contractors / General Electric was competitive.
