I refer the Premier to his comments during question time yesterday indicating that he has full confidence in the Minister for Justice, and to the minister’s revelation on the Stateline program on Friday “that this group of prisoners weren’t regarded as high-security prisoners and didn’t get a high-security escort”. (1) Given that two of the escapees from last Thursday’s mass escape have now allegedly committed a further armed robbery in which members of the public were threatened and a shot was fired, will the Premier now admit that these prisoners should have been regarded as high risk? (2) In light of the latest violent armed robbery, does the Premier stand by his comment that he has full confidence in the minister, despite the fact that under her stewardship these prisoners were not classified as high risk? Dr G.I. GALLOP

(1)-(2) The Minister for Justice in those comments was making the very important point that she was concerned that these prisoners were not classified as high security. That is why she has already initiated changes in practices at the Supreme Court that were announced last Friday morning. Mr C.J. Barnett: Armed robbery! Sex crimes! Vehicles stolen! Dr G.I. GALLOP: Exactly. We totally agree with the Leader of the Opposition: the prisoners should have been classified as higher security than was the case, which is exactly what the minister was saying. Several members interjected. The SPEAKER: Order, members! Dr G.I. GALLOP: Through the minister, the Government announced today that an independent inquiry will be held into all these matters. The SPEAKER: Order, members! Mr M.W. Trenorden: Anything but a look at the minister. It is not a parliamentary inquiry, but one you can control. Mr C.J. Barnett: It should be as good as the energy inquiry! Dr G.I. GALLOP: This inquiry will be conducted by a very well-respected and experienced independent barrister who will look into all aspects of the matter. He will examine the roles of the Minister for Justice and the Inspector of Custodial Services. Government members have confidence in our ability to face accountability requirements in our democratic system of government. We are happy to do so. We have always accepted our accountability requirements, and we continue to do so. Mr M.J. Birney: Why didn’t you table the documents yesterday? It was done only under duress. The SPEAKER: Order, member for Kalgoorlie! Dr G.I. GALLOP: The Government will table documents relating to this matter. Mr M.J. Birney: Under duress. Dr G.I. GALLOP: There is no duress at all - none whatsoever. Several members interjected. Dr G.I. GALLOP: We have been informed by the Department of Justice that some matters in the minutes of some of the meetings would be subject to security requirements. Several members interjected. Ms S.E. Walker: An inquiry with bits blacked out! Dr G.I. GALLOP: Does the member for Nedlands think we should tell the criminal world the procedures put in place to try to keep them in prison? Is that what she says? Should we tell them all, so they can plan to do the sort of thing we saw last Thursday? We know where the shadow minister is coming from. The public of Western Australia deserves the facts. Several members interjected. The SPEAKER: Order, members! I call to order the member for Kalgoorlie for the first time and the Leader of the Opposition for the second time. Dr G.I. GALLOP: The public of Western Australia needs all the facts. It needs to know what happened under various Governments on this issue. When people make a judgment about which political party they want to support at an election, they should know all the facts. We will put on the table of this Parliament all the facts on what this Government has done to upgrade the Supreme Court and improve its security. I ask the Leader of the Opposition: if any of the information that comes up is subject to cabinet confidentiality and relates to the term in government of members opposite, will he agree that those matters should also be tabled in Parliament? Mr C.J. Barnett: What happened last Thursday? Dr G.I. GALLOP: This is the accountability difference! We are accountable. We are open. This Government is accountable and open. Mr C.J. Barnett: This is the least accountable Government the State has ever had. Just like the energy inquiry - another whitewash. Several members interjected. The SPEAKER: Order, members! I call to order the member for Nedlands. It is impossible for the Premier to continue his answer because of the barrage of interjections from the Leader of the Opposition and the Leader of the National Party. Dr G.I. GALLOP: In conclusion, the insults passed across the Chamber this afternoon to Mr Wayne Martin, QC, Mr Chris Cronin and other members of the independent inquiry into the Western Power affair should be noted by everyone. It tells us something about the character of the Leader of the Opposition. Furthermore, the character of the Leader of the Opposition is revealed to the Parliament in his comments about Mr Hooker, who will be engaged in this independent inquiry. When it comes to matters of judgment, people take these matters into account. I know more as every day goes by why Mr Richard Court tried to stop the member opposite becoming the Leader of the Opposition in this State.

Dr G.I.
