43. Mr R.H. COOK to the Minister for
Health:
I refer to an extract of a document titled ''Fiona Stanley
Hospital Baseline Schedule Report'' dated December 2012 in which a
series of key risks are identified with the commissioning of Fiona Stanley
Hospital, including workforce readiness and clinical staff recruitment.
(1) Can the minister confirm that this
document was prepared as part of deliberations on the Fiona Stanley Hospital
commissioning and major hospitals task force?
(2) Will the minister commit to releasing the
document ''Fiona Stanley Hospital Baseline Schedule Report'' in
its entirety, so that the opposition and the people of Western Australia can
have a better understanding of the status of the hospital commissioning at that
time?

committee, right now, and it has been there since October.

What does the opposition's
document say? It says ''hospital baseline schedule report''.

M. McGowan : Well, release it.

has been released to the committee. The committee has a copy of that report.
Not only that; members opposite should cast their minds back to just last week.
I am sorry; I will get some water. I am getting a bit excited. This reminds me
of the time when I was sitting over on the other side, I think, and I had a big
go at the then Minister for Health, Jim McGinty, over tearing obstetrics out of
the Fiona Stanley Hospital contract. He took it out, and I got into him big
time, and then found out that he had actually announced it eight months before
and I had missed it. This is the same.
Several members interjected.

K.D. HAMES : As I said last week in debate in this house, Dr Russell-Weisz
did a review, did an investigation, and presented his report to Kim Snowball in
December. They are all words that I said last week. That report has been
discussed in the committee. Those are extracts that the Deputy Leader of the
Opposition has taken from it. They are the things that Kim Snowball said he did
not agree with. He said that he went through that report, and he went on —
I think this is important to note,
so this is the actual document I got at the time—was marked ''Confidential
First Draft and Not for Circulation'', and was the document that I received
on 8 December, which I think has been referred to in subsequent media reports
as well.
The media had already reported on
this document when this evidence was given. He continued —
It was titled ''Fiona Stanley
Hospital Baseline Schedule Report.''
He went on to talk about what was in the report. There are
about three pages of evidence, if members opposite care to read it, in which he
talked about what was in the report and —

Deputy Leader of the Opposition already has a copy. Why do I need to give it to
him?
He went through all the things in the report, including that
list that the Leader of the Opposition put in his press release. He listed
those things, went through them, and detailed how he addressed each and every
one of them and how he is working through them. At the end, he said —
I would like to conclude by saying
that contrary to recent media reports, I have shown you the evidence that I
took quick and decisive action following reports I received on any indication
of delays to Fiona Stanley I concluded that the project could be retrieved
and delivered on time.
Then he went on to say —
My advice to the minister was that
whilst risks remained on the project and ICT was a significant risk, I remained
confident that these risks could be managed in the period remaining before the
opening.
