STATE RUGBY HEADQUARTERS
After just two years of strong and stable Liberal–National government we are delivering on several world-class sporting infrastructure projects, including the new State Netball Centre, a redeveloped rectangular stadium and upgrades to Barbagallo Raceway. Can the minister inform the house of the progress on another important piece of the AK Reserve precinct, the new state rugby headquarters? Mr T.K. WALDRON

I thank the member for Kingsley for the question. The member for Kingsley, of course, has been heavily involved in sport in the state for many years, and I thank her for her support. I want to start by saying that I am really pleased to be part of a government that looks at sporting diversity across Western Australia, not just at one or two sports, which I think is very, very important. In April this year, it gave me great pleasure as minister to attend an event that heralded a new chapter in the emergence of rugby in this state and in the sporting landscape of this state. I was thrilled to be given the opportunity, along with representatives from Rugby WA, and it was also great to have James O’Connor from the Wallabies and the Western Force down there to turn the first sod in the construction of a new, world class rugby facility at AK Reserve. This facility represents the final stage of a three-pronged sports development in the Mt Claremont sporting precinct, which has already delivered on time and on budget a new athletics stadium and basketball centre. I acknowledge the initial work done by the previous government and the ministers involved. Combined with the existing facilities, the delivery of the rugby centre is another piece of the state government’s delivery of a world-standard sports park that replaces the outdated Perry Lakes. I take the opportunity to acknowledge the design and innovations that have been incorporated into these facilities and into the new rugby facility, as has been done in the athletics facility and the basketball facility. The new rugby centre will incorporate environmentally sustainable design initiatives, such as solar cell power generation, solar passive design and low energy lighting. Those members who have been to the basketball centre will have seen how well that operates there. The gym and change room facilities will include enhanced accessibility provisions to ensure that people with disabilities can take full advantage of the new facilities. Again, this is very important. There were a couple of issues at the athletics stadium with that, and we are putting as much of that right as possible. The planning, too, for the centre has been really thorough. It will be a world-class facility and it is going to be a milestone for rugby in this state. Those members who have driven down Underwood Avenue past the centre would have been impressed with the progress that has been made. The progress has been very fast and it is going well. The installation of the ground services has been pretty much completed with the basement columns and the block works completed and the soil backfilled. The first-floor suspended slab has been poured and completed, with construction on the first floor well underway. I am pleased to inform the house and the member that the scheduled practical completion date for the facility is April 2011. The facility will not only serve WA rugby for many years to come and provide an enormous boost to the game, but also encourage participation in the sport at all levels.
