The Minister has provided the following response
(1) This funding will benefit some of the State's most vulnerable children who are now entering care with a variety of difficult to manage behaviours and issues. Unfortunately, for many of these children foster care placements frequently breakdown and therefore a professionally staffed residential care facility is the best option in providing suitable accommodation and care.
(2) I am advised that commencing the building, or at least being seen to have commenced the building, prior to the recent election formed the basis of the project being a "high priority". Specific services had not been identified.
