Is the Premier saying that he cannot confirm that a written submission was presented and endorsed by the Cabinet? Dr GALLOP

This matter has been extensively discussed in the Cabinet. I told the member for Merredin, and the Minister for the Environment said yesterday, that she went to the meeting last week with what can be called guiding instructions from Cabinet on how to deal with this matter. The minister has reported to Cabinet on what happened. She is now preparing the material to enable me to sign the agreement.
