I ask this question on behalf of Hon Barbara Scott. (1) Will the minister confirm that the Western Australian Planning Commission state industrial buffer stage of planning policy, which would appear dated July 2004, precludes the development of a shopping centre on a site defined as a buffer zone area? (2) If yes, what area of Victoria Quay is covered by this policy and does the proposed development of a major retail outlet on Victoria Quay by ING conflict with this policy? Hon ADELE FARINA
