I refer to the contractual compliance and monitoring framework for registered training organisations (RTO), and I ask: (a) in 2014-15, how many RTOs were found to be non-compliant; (b) of the RTOs identified in (a), how many were investigated and sanctioned; (c) what examples of non-compliance were identified; (d) what percentage of RTO operating in Western Australia were audited in 2014-15; and (e) how many new training providers were registered in 2014-15 and 2015-16 to date?

(a) Three RTOs were found to be significantly non-compliant, 60 were moderately non-compliant and 68 were deemed to have minor non-compliance(s).
(b) The three RTOs deemed as significantly non-compliant were given direction to rectify the non-compliance. Two of those RTOs complied with the directions given. The RTO that failed to satisfactorily rectify the non-compliances will not be contracted in 2016.
The 128 RTOs identified with minor or moderate non-compliances were given direction to rectify the non-compliances. These RTOs have satisfactorily rectified the non-compliances.
(c) The most common contractual non-compliances were related to incorrect application of fees and charges and inadequate record keeping.
(d) Seventy nine percent of Private Training Providers under contract to the Department of Training and Workforce Development.
