I refer to the Retail Trading Hours Amendment (Referendums) Bill 2004 and the Leader of the Opposition’s claim on Radio 6PR this morning that, and I quote - . . . we haven’t had a chance to even look at this legislation yet as a Liberal Party. Will the minister advise the House of the accuracy of the Leader of the Opposition’s statements? Mr J.C. KOBELKE

I have a copy of the transcript of the interview with the Leader of the Opposition on Radio 6PR this morning. It provides a very interesting insight into how the Opposition works. When the Government gave notice yesterday that it would introduce a Bill for the referendum, the Deputy Leader of the Opposition requested a briefing, which took place within about an hour of his request. Two copies of the printed Bill were provided to the Deputy Leader of the Opposition. More information was sought and I am told that was provided at 5.45 pm. The Opposition was informed on all matters for which it requested information. It is interesting that the Leader of the Opposition said on 6PR this morning, “. . . we haven’t had a chance to even look at this legislation yet as a Liberal Party.” Several members interjected. The SPEAKER: Order! Mr J.C. KOBELKE: Obviously members opposite do not want to hear what the Leader of the Opposition said on radio today. Slightly after that, the Leader of the Opposition said, “I haven’t seen the bills”. It was given to members opposite, but the Leader of the Opposition had not seen it because we gave it to the Deputy Leader of the Opposition and he does not talk to the Leader of the Opposition. A little later during that interview, the Leader of the Opposition said, “We haven’t seen the legislation” - Mr M.W. Trenorden: I haven’t seen it. Dr G.I. Gallop: The Deputy Leader of the Opposition doesn’t talk to the National Party either. Mr J.C. KOBELKE: No. The cock crowed three times and members opposite were found out. It is a party with a headless chook as a leader. Members opposite simply do not talk to each other. One further remark - I could quote several - made during that interview by the Leader of the Opposition was, “Why aren’t country people or country towns getting a vote?” The Leader of the Opposition needed to only read the Premier’s press release yesterday, which very clearly states that the referendum will apply across the whole of Western Australia. It is very instructive to see how the Opposition works. Its members do not talk to each other. They do not need to because they simply say things that they think will impress. They make promises to everyone about matters on which they do not need to know the facts because they do not mean them. Today the Leader of the Opposition said on radio that the Opposition had not seen the Bill. We handed a copy to the Opposition, but its members have not seen it. I make two points: firstly, members opposite do not talk to each other and, secondly, the Leader of the Opposition does not need to know the facts because he will make whatever he thinks is a useful promise while he has no commitment to getting it right. He has no commitment to getting across the facts. He is lazy; therefore, he does not do the work. He will go out and promise anything to anyone if he thinks he will ingratiate himself, and he has no commitment to deliver for the people of Western Australia.
