I refer to the "Yagan Square" development and ask: (a) What is the average rent ($ p/sqm) being paid by tenants in The Market Hall; (b) What is the average rent ($ p/sqm) being paid by tenants in Market Hall Plaza; (c) What is the average rent ($ p/sqm) being paid by tenants in Market Hall Plaza (mezzanine); (d) What is the average rent ($ p/sqm) being paid by tenants in The Meeting Place; (e) What is the average rent ($ p/sqm) being paid by tenants in Horseshoe Lane; (f) In relation to the "Wirin Sculpture": (i) What was the cost of the sculpture, including, design, construction, transportation and installation; (ii) Were any Nyoongar elders consulted on the design: (A) If so, how many elders were consulted, on what dates and by whom; and (B) If not, why not; (iii) Were there any other sculptures, statues or similar designs considered and if so, will the Minister table those initial concepts; and (iv) Who made the final decision to proceed with this particular sculpture; (g) In relation to the "Firepit": (i) When will the firepit be in operation; and (ii) What is the cost of the firepit, including design, construction and installation; and (h) Will pedestrians still have access from Yagan Square, across the Horseshoe Bridge and into the Perth Train Station as originally planned: (i) If not, why not?

(i) The total cost including design, casting, transportation and installation of Wirin is estimated to be approximately $440,000 (exc GST).
(ii) Yes
(A) On 15 March 2017 Elders were consulted through the Whadjuk Working Party members at the South West Aboriginal Land & Sea Council. A total of 9 members attended this meeting including 6 Elders.
(B) Not applicable
(iii) Yes. Seven proposals were received as part of the Expression of Interest inviting established Noongar Artists to submit a proposal that responds to the naming of Yagan Square and the story of Yagan.
(iv)  In accordance with the State Supply Commission’s Open and Effective Procurement Policies, a Selection Panel evaluated the proposals against experience, suitability of design and materials, and response to the brief, and provided a recommendation to the Executive Director Project Delivery who approved the Panel’s recommendation, in accordance with the Metropolitan Redevelopment Authority’s delegation schedule.
(g)
(i) The Firepit can be used following the opening of the precinct. The scheduled use of the Firepit will be dependent on events.
(ii) The design and cost of the Firepit forms part of the overall base build delivered by the Head Contractor and the approved budget for the project.
(h)
(i) Yagan Square has access directly onto the Horseshoe Bridge to connect to either across to the Urban Orchard in the Perth Cultural Centre, or down to Wellington and Roe Streets. Yagan Square also has access directly to the Perth Train Station at ground level.
