I refer to the Planning and Transport Research Centre (PATREC) report that was released in February 2004 on the South West Metropolitan Railway. Previous reports prepared for the Coalition Government on the SWMR provided a breakdown of a number of values for futures costs and benefits for the options of rail versus bus. For example recurrent costs, user benefits, externality befits, increased fare revenue, residual value, net present value, NPV/capital cost, benefit cost ratio, and internal rate of return. Only a few of these figures are provided for in this report. Will the Minister please advise -
(1) Why does the PATREC report not provide a full costing breakdown and comparison of bus versus railway?
(2) Will the Minister table the cost comparison break down in Parliament?
(3) If yes, when will this occur?
(4) If not, why not?

The PATREC report published sufficient data to support the principle findings of its study. The authors of the report have advised that there is a significant body of data that exists covering most of the areas covered in the question, these being: recurrent costs, user benefits, externality befits, increased fare revenue, residual value, net present value, NPV/capital cost, benefit cost ratio, and internal rate of return. A number of these, including Internal Rate of Return, capital costs, benefit cost ratio are included in the report, other measures have been calculated but not included.
