I refer to your announcement as the directions that you have given to the police in order to give effect to the Government’s cannabis policy -
(1) Does your policy deal with the growing of cannabis plants in the case of multiple inhabitants at the one premises?
(2) If so, how does your policy deal with it?
(3) In particular, can two persons together grow four plants and so on, and is there any upper limit imposed by the words of your policy?
(4) If not, how will the police be expected to deal with a matter that has not been dealt with by the policy?
