MENTAL HEALTH COMMISSION — ACCOMMODATION
FUNDING
823. Hon LJILJANNA RAVLICH to the Minister for Mental
Health:
I refer to the summary of key
performance indicators on page 21—that is page 21, minister—of
the 2011–12 annual report of the Mental Health Commission.
(1) How many
people with mental illness living in community-supported residential
accommodation received a Mental Health Commission subsidy per bed day?
(2) Why was the
average Mental Health Commission subsidy per person to support residents in
metropolitan licensed private psychiatric hostels target in 2011–12 not
met; and why was there a subsidy shortfall of $34 per bed day?
(3) What was the total saving to
government of not meeting this target?

I thank the honourable member for
some notice of this question. Obviously, I am responding to what is written on
page 19 of the 2010–11 Mental Health Commission annual report.
(1) Non-government
organisations received funding for 553 individuals in various
community-supported residential accommodation.
(2) The service
providers received funding as per their contracts. As stated on page 91 of the
hard copy of the commission's 2011–12 annual report, the target
was not met due to the realignment of budget components, which were not decided
until after publication of the 2011–12 budget.
(3) Service
providers receive either block funding or funding based on bed occupancy as per
their respective contracts. Any savings due to a service provider not achieving
full bed occupancy are reallocated to other services delivered by
non-government organisations. Therefore, all budgeted funding is expended in
the community.
