I refer to the Town of Victoria Park’s Local Planning Strategy (LPS) and Local Planning Scheme No. 2 (LPS2), and ask:
(a) is the Minister aware of the Town of Victoria Park’s Local Planning Strategy and Local Planning Scheme No. 2, forwarded to the Department in May 2010;
(b) is the Minister aware that the Department has not responded to the Town of Victoria Park regarding the LPS and LPS2;
(c) is the Minister aware that the Town of Victoria Park cannot advertise the LPS and LPS2 without the Department's permission; and
(d) can the Minister advise why it has been three years since the Town of Victoria Park’s LPS and LPS2 was sent to the Department and to date no response has been received?

(a) Yes. (b) The Department of Planning has been liaising with
the Town of Victoria Park for clarification and further information on a number
of matters. (c) Consent to advertise a local planning scheme
is the responsibility of the Minister for Planning with a recommendation having
been provided by the Western Australian Planning Commission (WAPC). A local
planning strategy requires certification by the WAPC before it can be
advertised. (d) While there has been no determination as yet,
liaison with the Town has occurred and site visits have been undertaken by
Department of Planning staff. Clarification and further information
was requested by the WAPC on a number of matters, some of which is still
outstanding. The primary reason for delay was due to the need for the Town to
review its commercial strategy. The Town has only recently completed this
work and provided the Department of Planning with a draft of this document on
15 May 2013. The assessment process is now progressing accordingly.
