According to the following three reports prepared by the Department of Water, Environmental management of groundwater abstraction from the Gnangara Mound – annual compliance report 12/13 , Environmental management of groundwater abstraction from the Gnangara Mound – annual compliance report 11/12 , Environmental management of groundwater abstraction from the Gnangara Mound – triennial compliance report to the Office of the Environmental Protection Authority July 2009-June 2012 , "the Government updated the 2007 water efficiency measures legislation for garden bores in November 2011 under the Water Agencies (Water Use) By-laws 2010 . This limits their use to three days per week over summer and applies a total use ban during winter." Yet the above by-laws in respect of those restrictions were updated in late 2010. Therefore, I ask: (a) to what 2007 water efficiency measures legislation does the above refer to; (b) when did the Government start monitoring and enforcing the above restrictions on garden bore use; (c) how many warning notices and infringements has the Government issued since late 2010 to garden bore owners for "non-compliance" with the above restrictions; (d) on what dates were these warning notices or infringements issued; and (e) when did the Department of Water last assess the volumetric use of the 60 metered garden bores it has scattered across the Perth metropolitan area?
