Information provided for the period of 1 May 2009 - 21 May 2010.
Department of Premier and Cabinet, including Premier's Office:
As a result of changes to the Government Media Office responsibility for daily Media Monitoring Services for Ministers and some government agencies has been transferred to the Department of Premier and Cabinet.
Public Sector Commissioner:
Public Sector Commissioner advises no media monitoring services are provided.
(a-e) Not applicable but it is noted that The Department of Premier and Cabinet's Media Monitoring Unit also provide media monitoring services to some subscribers within the Public Sector Commissioner's office.
Department of State Development:
The Department of State Development uses a media monitoring service under a Memorandum of Understanding (MOU) with the Department of Mines and Petroleum.
(a) Media Monitors
(b) The Department of Mines and Petroleum pays a web hosting fee of $282 per month, plus charges per item.
(c) The costs incurred for the media monitoring service from September 23 to December 31, 2008 by the then, Department of Industry and Resources, was $24,316.67. Under the MOU the Department of State Development has paid $20,000 to the Department of Mines and Petroleum to provide the service during 2009/10. The MOU is reviewed annually.
(d) The Department of Mines and Petroleum does not have a contract, but maintains a monthly service with Media Monitors.
(e) The last contract expired in January 2010.
Acting Commissioner of the Public Sector Standards:
(a-e) No currently OPSSC is undertaking its own media monitoring services. OPSSC did however contract Australian Associated Press until February 2010. The value of the contract that existed with AAP was $5519.03.
Gold Corporation:
(a) Yes, Media Monitors.
(b) The cost of this contract averages at approximately $675 per month (calculated from monthly invoices received during the 2009/2010 financial year).
(c) Since 23 September 2008 until 31 May 2010, Gold Corportion has paid Media Monitors a total of $13,250.85 for services rendered.
(d) The contract with Media Monitors is renegotiated annually, with the most recent Client Service Order signed in January 2010.
(e) The contract with Media Monitors commenced in 2002 under the previous Government.
Lotterywest:
(a) Yes, Media Monitors.
(b) $90,000 (including GST).
(c) $21,349.02 (including GST).
(d) 1 January 2008 to 31 December 2010.
(e) The contract with Media Monitors 1 January 2008 under the previous Government.
GESB
(a) GESB uses Media Monitors and Meltwater for media monitoring (print, broadcast and online).
(b) There is no fixed cost for the contract as the cost per month is dependent on the services requested.
(c) For the period 1 May 2009 to 21 May 2010, GESB has paid $54,365.98 for media monitoring services.
(d) The duration of the contract for Media Monitors is 2 years with a one year option and Meltwater is 3 years.
(e) The contract for Media Monitors commenced on 24 July 2009 and Meltwater commenced on 31 July 2009.

No monitoring services are provided to the Department of Treasury and Finance but it is noted that The Department of Premier and Cabinet's Media Monitoring Unit also provide media monitoring services to some subscribers within the Department of Treasury and Finance.

(b) Because the media monitoring services provided have variable costs (dependent upon number of media slips that are provided and if any transcripts are specifically ordered), the total cost of the contract is difficult to ascertain.
On average, the cost per month spent on the media monitoring service is $2022.28.
(c) Since 23 September 2008, $34,052.30 has been paid for media monitoring services provided by Media Monitors. This figure includes daily media monitoring in addition to transcripts that are requested by Insurance Commission employees.
(d) Since 2006, under the previous Government, there has been a 'client service order' agreement between Media Monitors and the Insurance Commission. This agreement is essentially a 'rolling contract' that continues to run until parties agree that the services being provided shall come to an end.
(e) Media Monitors has been providing services since April 2002, but the current agreement (for a digital service) has been in operation since 22 August 2006, both of which occurred under the previous Government.
