CLACKLINE BYPASS
I would like to pass the National Party’s condolences to the member for Collie-Wellington. It is a difficult time in anyone’s life and I hope that he copes as best he can. I refer to the Clackline bypass, which will go some way to improving traffic flow and safety on Great Eastern Highway. (1) Is it true that there has been only one tender for the work? (2) Is that tender within reasonable proximity of the project’s expected costs? (3) Is it true that Main Roads is considering re-tendering for the project to put it back to next year? (4) Is the minister aware of the high priority of this work for the people who use Great Eastern Highway on a regular basis and, more importantly for me, the local community? (5) Can the minister provide an assurance that the work will progress this summer? Ms A.J.G. MacTIERNAN

(1)-(5) I thank the member for the question and I thank him for taking the time to raise this personally with me as early as yesterday. It is true that there was only one tenderer for this contract. Unfortunately, that is not all that unusual even though this was a fairly modestly sized contract. Unfortunately it came in considerably above our pre-estimate of the work, and the circumstance in which it was a single tender and it came in at a substantial increase causes us some concern. Main Roads is assessing the tender to check the rates submitted, the tender calculations, and whether it is possible in the circumstances to deem the contract value for money. This is a project that we are doing on behalf of the federal government because it is part of the national highway. If we are unable to justify the cost, I certainly will be asking the member for Avon to use his good offices with the National Party to speak to the federal government to see if we can get agreement on where to go. We hope we will be in a position to make an assessment on this tender within the next few weeks. Obviously, if we can see that the sum is justified once we have analysed it, of course we will allocate it. If we do not, we will need to have some more dialogue with the federal government about the funding.
