I refer to the Stirling City Centre Alliance, and ask:
(a) has the Alliance, or the State Government, completed any modelling that shows the impact to the local road network of Stephenson Avenue not being constructed between the Mitchell Freeway and Scarborough Beach Road, and if so, will the Minister table a copy;
(b) is the Minister aware of when the local road network around the Stirling City Centre will be in a state of total grid-lock, and if so, when;
(c) what impact will the non-construction of Stephenson Avenue have on the businesses in the Stirling City Centre catchment, and will this impact have an effect on local employment;
(d) what is the current cost to construct Stephenson Avenue between the Mitchell Freeway and Scarborough Beach Road;
(e) what is the potential return to Government from the sale of excess road reserve along Stephenson Avenue, and when was this estimation last revised;
(f) for what reason has funding for the construction of Stephenson Avenue not been included in the forward estimates; and
(g) has the Member for Scarborough made any representations supporting this project to the Minister since September 2008, and if so, what was the result of these representations?

(a) For the purposes of the Stirling Transport Stage 1 business case development, the Main Roads Regional Operations Model has been used to compare the average daily total traffic scenarios between the project case (which includes Stephenson Avenue) and the base case (which does not include Stephenson Avenue). The work to date indicates that the traffic benefits of constructing Stephenson Avenue exceed the costs by a ratio of approximately 3 to 1. Further benefits would be realised upon the development of the Stirling City Centre.
(b) While traffic growth is generally forecast across the Perth Metropolitan Area, the current planning restrictions are limiting the level of development that may occur within the city centre and surrounds. Improved public transport services represent a key part of the solution, which is why public transport has received significant focus from the Stirling Alliance work to date.
(c) Stephenson Avenue forms an integral part of the future Stirling Centre.
(d) The Stirling Alliance has estimated the cost for the Stirling Transport Stage 1 project to be approximately $300 million. The main cost component is for the construction of Stephenson Avenue, including its interchange with Mitchell Freeway, dedicated public transport lanes, walking and cycling infrastructure and a number of local connections.
(e) Considering the additional work that will be required to develop all the land, the return from the land to the south of Mitchell Freeway may fall short of the cost of developing the land.
(f) No level of Government or the private sector has made an investment decision in favour of the construction of Stephenson Avenue to date.
(g) Yes. The Member for Scarborough's support for the project has been noted by the Minister.
