This relates to the phasing schedule agreed between the State and the Commonwealth. Individuals with high support needs transitioned into the trial during the first quarter reflecting the prioritisation of planning with those people with the highest level of need. This resulted in the data being skewed towards this particular cohort. As the trial matures and individuals with lower support needs are phased in, one would expect the support needs of individuals to be more evenly distributed.
