government or its departments or agencies consult any groups or individuals
outside the public sector during or prior to drafting the bill?
(2) If yes to (1), please list all
the organisations and individuals who were consulted.
(3) Please describe the process or
methods by which the consultation took place.
(4) Please state the dates of those
