(2) No (3) Annual sewerage charges are levied only on properties where a reticulated sewerage system is available for connection. In areas where reticulated sewerage is provided, it is considered that the cost of the system, which enhances the value of a property and protects the environment, should be borne by all property owners who are able to access it.
