report which stated that 'literally millions of Australians have insufficient language, literacy and numeracy skills to benefit fully from training or to participate effectively at work' and I ask, what specific action is the Department of Training and Workforce Development taking to address the low levels of language, literacy and numeracy as identified by the ISC to enhance the Western Australian workforce?

Building the Lucky Country – Where is your next worker
report of November 2011 which stated that 'Retaining women in the workforce could lessen the impact of Australia's skills shortage. While both sexes are equally represented in the workforce when careers start, women's participation rate drops between the ages of 25 and 44, and never fully recovers, yet Australian women are more highly qualified than men. (1) The Western Australian Department of Training and Workforce Development provides a range of accredited English language, literacy and numeracy training courses for adults with language, literacy and/or numeracy needs. These include:
.  English as a Second Language (ESL) and English as a Second Dialect (ESD) courses for people who do not have English as a first language, including the
Certificates in Spoken and Written English
(CSWE).
.  General education courses with a focus on literacy and numeracy for people wanting to access further education and training, including the
Certificates in General Education for Adults
(CGEA).
.  Integrated language, literacy and numeracy support for students undertaking vocational education and training courses, through the
Course in Applied Vocational Study Skills
(CAVSS) and the
Course in Underpinning Skills for Industry Training
(USIT)
.
The Department also provides training and support for a volunteer network to provide one?to?one language, literacy and numeracy tuition.
(2) The Department's Joint Group Training Program provides incentives to encourage group training organisations to employ apprentices and trainees from client groups under?represented in the workforce. Women in non-traditional trades are one of the targeted client groups.
The Department also has a number of programs that are targeted at encouraging women and other under-represented groups to access training and enter/re-enter the workforce. Examples of these options are:
.  Workforce Participation Program
. This program focuses on training for learners who may experience barriers in their personal circumstances preventing them from accessing mainstream training programs. It is designed to help groups currently under-represented in the workforce to obtain the foundation skills necessary to enter the workforce.
.  Equity Development and Innovation program
. Organisations are funded to develop and provide non-accredited community based learning programs using innovative practices to re?engage people from equity target groups into training and improve future employment opportunities.
.  Adult and Community Education (ACE) Grants Program
. This program aims to expand the participation of under-represented groups in non-accredited and non-formal adult and community education activities. The grants promote, encourage and support lifelong learning pathways into and out of ACE to facilitate personal, educational, training and employment transitions.
.  Through
Skilling WA - A workforce development plan for Western Australia,
the Department is working with key industry and community stakeholders to identify projects which will contribute to increasing the level of workforce participation by people traditionally under-represented in the workforce, including women.
