Answer I am advised: 1. Management of unpaid fines is the responsibility of the Fines Enforcement Agency that is part of the Department of Justice. I suggest the Member direct his question to the Minister for Justice. 2. The Department for Planning and Infrastructure does not issue notices to cancel licences by mail. The only circumstances in which the Department cancels a driver's licence relate to the holder's character, medical condition and competence (under section 48(1) of the Road Traffic Act 1974) or if the licence was obtained by fraud or misrepresentation (under section 48(3) of the Road Traffic Act 1974). In these circumstances notices are personally served on the licence holder.
