I refer to the transfer of significant functions from the Department of Housing and Works (DHW) to the Department of Treasury and Finance (DTF) to create the Building Management and Works unit in DTF, and ask -
(1) How many additional FTE’s were employed due to this transfer of function?
(2) Was a new Director General position established to run this new unit?
(3) If yes to (2), -
(a) how was the person appointed; and
(b) what is their salary package?
(4) Prior to the transfer of this function and the creation of the new unit, how many Government vehicles were assigned to DHW and DTF?
(5) How many Government vehicles are currently assigned to DHW and DTF?

(1) Nil.
On 1 February 2009, Building Management and Works (BMW) was created as a business unit within the Department of Treasury and Finance (DTF) by merging functions from the former Department of Housing and Works (DHW) with some functions from the DTF's Government Procurement business.
The budget transferred from the former DHW was Division 37 of the 2008-09 budget
- which included 325 FTEs.
The functions transferred from Government Procurement included the regional buying centres (in Albany, Bunbury, Geraldton and Kalgoorlie) and the Centre for Excellence and Innovation in Infrastructure Delivery Program Management Office. The Building Industry Development unit (formerly with DHW) transferred to the Department of Commerce in July 2009.
The Works Reform Business Solution Plan released in June 2009, outlines a plan to grow BMW's leadership and project management capability and capacity. This will involve an increase in the total FTEs by 35 over the forward estimates period, with an increase by 20 FTEs during 2009-10. These additional FTEs will primarily replace the work performed by consultants, who currently provide project management services to BMW.
The net effect of all these decisions is an FTE budget for BMW of 375 FTEs in 2009-10. BMW is currently operating with around 333 FTEs, and will progressively grow to its FTE budget level over the next six months.

The former "Deputy Director General Works" position in the former DHW was abolished, and the position of "Executive Director Building Management and Works" was created (reporting to the Under Treasurer) to lead the new business unit. The classification of the Executive Director position is currently being assessed by the Public Sector Commissioner. The DTF "Executive Director Government Procurement", John Tondut, is acting as the Executive Director Building Management and Works.
The Executive Director Strategic Projects role was retained, with Richard Mann now reporting to the Under Treasurer.
(3) Not applicable.
(4) Prior to the creation of BMW, there were 79 vehicles assigned to the equivalent DHW and DTF functions
This comprised 70 vehicles assigned to the "works" functions managed by the former DHW, and nine vehicles assigned to the DTF functions transferred from "Government Procurement".
(5) There are 79 vehicles currently assigned to BMW and Strategic Projects.
Included in the 70 vehicles from the former DHW were three vehicles assigned to the Building Industry Development function, that was transferred to the Department of Commerce in July 2009. This is balanced by three additional vehicles transferred into DTF, with three senior people from other Government agencies who have filled positions in BMW and Strategic Projects.
