(1) Can the Minister provide the guidelines for the manufacture and installation of Vehicle Frontal Protection Systems (bullbars) in the State, currently under review by the Department of Transport, reflecting the need for country vehicles to have a traditional-style bullbar fitted that is capable of sustaining a vehicle strike and preventing significant damage to occupants and the vehicle? (2) How many accidents or reportable incidents have occurred in the metropolitan area of Perth involving vehicles fitted with bullbars of any design: (a) Of those accidents or reportable incidents in the metropolitan area, how many of the vehicles fitted with bullbars were registered outside of the metropolitan area? (3) What is the current Western Australian Police Force definition of an illegal bullbar and the specific criteria to which this is assessed in terms of defect notices? (4) Does the Western Australian Police Force take into account when determining the legality of a bullbar, the current industry guideline (C1-112) statement: "Country vehicles that travel extensively on country roads may need a higher level of protection against collision with an animal such as a kangaroo or an emu. In this case the more traditional bullbar may be desirable"? (5) How many vehicles were involved in collisions with fauna on Western Australian roads in 2018, including but not limited to cattle, kangaroos and emus; on roads including but not limited to the Great Northern Highway, North West Coastal Highway, the Gibb River Road and Great Eastern Highway: (a) How many of those collisions involved injury or death to occupants of the vehicle, and what does the Minister consider an acceptable number of injuries and deaths on WA country roads?

(1)-(2) (5)       As the Department of Transport is the relevant agency, the Member may wish to re-direct these parts of the question to the Minister for Transport.
The Western Australian Police Force advise:
(3)  When assessing compliance of a bull bar fitted to a vehicle, police can utilise the Department of Transport CI-112C Bull Bar Construction Guidelines and the relevant Australian Standards to evaluate what may be an illegal bull bar   that may warrant the issuing of a defect notice and subsequent examination of the vehicle to determine the legality (if in question) of the bull bar.
(4)   Yes. It is also noted the guidelines indicate this statement is irrelevant as to what type of bull bar is fitted to a vehicle as long as the bull bar complies with Australian Standards.
